Marcus Thimm has over 12 years of experience filing for the e-rate program. He is former Technology Director at Elgin U-46, the second largest K-12 school (53 schools, 42,000 students) district in Illinois, and Chief Technology Officer at Glenbrook HS District 225.

In 2014 Marcus envisioned and designed the Northfield Township Technology Consortium (NTTC) with the goal to provide high capacity, resilient, and low cost Internet access to its members by leveraging bandwidth aggregation and economies of scale through service bundling across a group of public organizations. The consortium idea was welcomed by the member organizations leading to its founding in 2014.
The Consortium succeeded to provide extremely cost effective and highly reliable Internet bandwidth at $0.58 per MB/sec which represented over 93% cost reduction in bandwidth charges at that time.

Having decoupled the fiber WAN infrastructure between member locations from the ISP access (via Equinix facility in Chicago) it was possible to amortize the fiber construction over a longer period of time while maintaining short term renegotiable Internet Service Provider agreements (one to three years). This allows for competitive bandwidth pricing with lowest infrastructure costs.
